1997 –1998: Program Officer, The Democracy Network Program/Institute for Sustainable Communities (United States Agency for International Development - USAID)

1999 –2002: Program Director, Resource Center Foundation, Grant-Making Program (funded by The United States Agency for International Development – USAID and Open Society Foundation)

2002 – Senior Expert, National Assembly of the Republic of Bulgaria, Committee on Local Self - Government and Regional Policy
