"Competence of the Administrative Authorities"
The launch of the second updated edition of the fundamental work "Компетентност на административните органи" (Ciela Publishing) by Prof. Darina Zinovieva, PhD, took place on 5 December 2018 in the Hall of the Union of Jurists in Bulgaria.

The President of the Supreme Administrative Court, Georgi Cholakov, as a special guest of the event, highlighted the main merits of Prof. Zinovieva's new monograph: "The practical value of 'Компетентност на административните органи' lies in the analyses and interpretation of casuistry and situations; a number of examples from case law are given, and the author's own opinion on the issues is expressed." The book is intended both for the academic sphere (students, doctoral students, lecturers) and for bodies of the executive, legislative and judicial powers. The author has taken into account the current legislation up to September 2018, relating to the amendments to the Administrative Procedure Code. The book was presented by Prof. Ivan Todorov, who emphasised the perfect analysis of the regulatory framework and the detailed study of practice. Prof. Todorov observed that this is a new book and that, thanks to it, the Supreme Administrative Court has taken a huge step in the development of administrative law and procedure.
