On 22 November 2023 – the day of the professional holiday of the Bulgarian Bar and on the eve of the International Day for the Elimination of Violence against Women (25 November) – the Institute for the State and the Law held a scientific and applied conference on the topic "The Reform of Protection against Domestic Violence". The conference was attended by scholars from the ISL, the Institute of Economic Research, the Institute of Philosophy and Sociology, and the Institute for Population and Human Studies at the BAS, the faculties of law of Sofia University "St. Kliment Ohridski", Plovdiv University "Paisii Hilendarski" and the University of National and World Economy, the Law Department of the New Bulgarian University, the Centre for Legal Sciences at the Burgas Free University, representatives of the Bar, the prosecution service and the courts of the country, the Bulgarian Center for Not-for-Profit Law, as well as representatives of "ELSA-Bulgaria".

The participants' papers were presented in two thematic panels – the first devoted to domestic violence and gender-based violence, and the second to practical problems in the implementation of legal protection against domestic violence. Each paper was followed by discussion, and the participants concurred in the opinion that the latest amendments to the legislation had implemented part of the necessary reforms of protection against domestic violence, but that another part of them had been hasty and ill-considered, which will create uncertainty in obtaining due protection and support for victims of domestic violence.
